Help Needed

The outer 2 weights are stuck in the top position (perhaps wound too tight).

How do I get them to move down? The hour weight moves fine.

the outer two weight are for hour strike on the left and Chimes on the right as you look at your clock.
if your clock has been put into silent mode(no 1/4 chimes & no hour strike) the weights will not move down.
check lever on clock dial at 3 (sometimes also one at 9 for night time silent) and if on silent move to other wording (maybe West, whit or St Mich) sometimes hard to move if just coming up to chime or strike time
