Reset a President

I just bought a Daneker President that had been setting / not running for 10 years.
The weights were removed, the chains were jammed with one off completely laying on the bottom of the case.

After cleaning up the case inside and out I unjammed the chains and respooled the one that was off. I put the left weight on first and it chimmed 12 times and then stopped.

I then put on the center weight and right weight. I then restarted the clock which is keeping time accurately. My problem is the clock won't chime.

Initially the chimes were beautiful and I want to hear them again. Anyone know of a procedure to get the chimes working?
