Weights falling at different rates

Ihave a Colonial GFC with a movement # 021.

The center weight (time weight) is falling faster than the chime weights.

Can anyone tell me what needs fixing.

since the 1st post I oiled the movement and the weights were falling at a fairly similar rate but after a few days it's back to the center weight traveling twice as fast
