How to set the beat on my clock?

The clock case is leveled to the floor and horizontal and vertical level is correct however the beat is not correct.

I can get the clock in beat by tilting the case however this is not the correct way to cure the problem.

Does the movement need to be shimmed? The floor is level so that is not the problem.
