Right weight will not move down

The chains were pulled too much and both weights are up very high and the R weight will not move. The L weight moves down as the clock strikes.

What to do now?

Please check the following:
Make sure that the lever on the dial for the chime is well positioned over a chime and that is not on OFF.

After you checked this go ahead and remove the side panel.

Now look at the socalled chime retard bar. This should not be positioned on the chime hammers, this would prevent the chimes operating.
