Weights were not marked

My father built and Emperor Grandfathers clock from a kit some years ago. He has since passed away. I now have the clock and have gotten the time mechanism to work. However the chime weights refuse to lower.

I also do not know which weight goes where. I can see that they are different weights, but they are not marked.

Is this perhaps why they are not lowering, and is there a way to identify which weight goes where?
